REGISTRATION OF BIRTHS
The birth in the UAE of a child, whose parents or one of the parents is a Sri Lankan citizen at the time the of the child’s birth can be registered at the Consulate General of Sri Lanka to Dubai and Northern Emirates under Section 5(2) of the Citizenship Act of Sri Lanka.
Generally, a birth of such a child should be registered at the Consulate General of Sri Lanka within 3 months. If the birth is registered after 3 months but less than one year, such births can also be registered by the Consulate General of Sri Lanka immediately after recording the reasons for the delay for the registration.
However, if an application is made to register the birth of a child after one year of the birth, the Consulate General should obtain the approval of the Registrar General’s Department, Battaramulla. In this case, the application is sent to the Registrar General’s Department for approval and hence it takes more time to issue a Birth Certificate of a child who was born more than a year ago.
The applicant (the mother or the father of the child) should complete the appropriate application mentioned below in BLOCK CAPITALS and submit to this Mission, along with the documents mentioned below, in order to register the birth of child.
- Duly filled Birth Declaration (Please fill the relevant application as per the child’s age at the time of application submission)
- Application for child less than 03 months of age on the date of application [Download here]

- Note: Any Sri Lankan Citizen can place their signature as witnesses, excluding the parents of the child

- Original Birth Certificate of the child, issued by the UAE authority ( Should be attested by the Ministry of Foreign Affairs of UAE)
- Original Marriage Certificate of parents ( English Translations are not accepted. Original in Sinhala/ Tamil/ English is required)
- Original Birth Certificates ( English Translations are not accepted. Original in Sinhala/ Tamil/ English is required)
- Original Passport of mother
- Original Passport of father
- Visa of mother at the time of child birth
- Visa of father at the time of child birth
Notes:
- The above mentioned applications/declarations should be filled in 2 sets and click here for the guidelines/checklist on arranging copies of original documents.
- Child must be accompanied by the parents when submitting the applications
- If any of the certificates/documents were issued in a country other than Sri Lanka, the original certificate / its English translation (if original certificate is not in English) attested by relevant Diplomatic Mission in the UAE, followed by the attestation of Ministry of Foreign Affairs of UAE is required to submit along with the original certificate.

- Birth Registration within 03 months of childbirth – the fee is AED 140/=
- Birth Registration after 03 months of childbirth, surcharge is AED 30/= per year in addition to the birth registration fee of AED 140/=
- For obtaining Citizenship Certificate, the fee is AED 170/=
- Issuance of Certified Copy of a Birth Certificate fee is AED 85/=
- Note that now you can do the payments in Cash or Credit/Debit Cards (An administrative fee will be charged by the bank)
- Consular Birth Certificate can be issued within 10 days if the birth is registered within 01 year.
- In case if the period of registration exceeds one year, the applicant has to wait until receiving the approval by the Register General’s Department for Sri Lanka.
- Citizenship Certificates will be issued between 08 – 12 months.
- Please remember to keep the Original Payment Receipt for the Citizenship in order to collect the Citizenship Certificate after issuance.
- Application should be filled preferably in BLOCK letters
- The application and original documents should be submitted along with photocopies.

You can submit the application to the Consular Division of the Consulate General by hand. The Consular Division is open from Monday to Friday (8.30 am to 1.00 pm).
